When the AFL and its players’ union met in Melbourne in November to discuss the controversial rules, the focus was on improving concussion testing.
The AFL was keen to make sure that all players, not just the premiership players, had the latest testing kit available.

The league had also pushed for the testing to be made mandatory, and to require teams to provide testing to all players who had not completed their 12-month concussion plan.
Now, it appears the AFL is going the other way, requiring all teams to have their players take the latest test.
The new rule, to be introduced in 2016, has been designed to help prevent players from getting hurt by head hits.
It also means that players with serious head injuries, such as concussions, can be excluded from playing.
Players can still be eligible to play if they have a concussion that does not require medical attention.
However, there are a number of caveats.
